DNA databases for Portugal

THE government has announced that it is preparing new regulations in order to enhance the policeforce’s investigation capabilities, which will include the creation of two DNA databases handled by Portugal’s Legal Forensic Institute (IML).
The proposals, which are scheduled to be put before parliament, will place Portugal on a par with other European countries. According to the government, the first of these (the criminal DNA database) is designed to have samples of most of the people who receive a prison sentence of more than three years. The presiding judge at the trial will decide if it is necessary to take a sample of the offender’s DNA to add to the database.
The Justice Minister Alberto Costa said that a second “identification database” will be created with as many samples as possible. The minister said that nobody will be forced to give samples to this database, but, as soon as it is created, anyone can volunteer. Costa added that this database would be very useful, especially in helping to solve cases of missing persons.
The cabinet has also approved new operating regulations for the Judicial Police (PJ) which will have fewer departments and more concentration of resources to improve efficiency. The government’s project also includes changes in the sources of financing for the PJ, which, in the future, will be able to finance itself with the valuables it seizes.
It also established the PJ will continue to be the main link with international law enforcement agencies and will be put in control of criminal information systems. | Return to Top
