THE former managing director of the International Monetary Fund, Rodrigo Rato, has been spotted arriving in Mallorca on holiday.He was seen at Palma Airport returning from Madrid where he had refused to testify in the Bankia case. Rato, who was President of Bankia and Financial Vice-President during the Partido Popular rule of Jose Maria Aznar, ignored the questions of the press.
