Torrevieja is moving closer to a major transformation of Playa de Los Locos after construction company Pavasal was identified as the top-rated bidder for the long-awaited reurbanisation project. Valued at around €8.5 million, the plan aims to modernise one of the city’s most popular beaches while improving accessibility, sustainability and the overall coastal experience.
The proposal was selected as the best among 11 competing bids and is now pending final approval. Once confirmed, the project will mark a significant step in Torrevieja’s wider strategy to upgrade its seafront infrastructure and reinforce its position as a key destination on the Costa Blanca.
A redesigned promenade and improved public spaces
The redevelopment will focus on creating a more accessible and pedestrian-friendly environment along the beachfront. Plans include more than 1,100 metres of renewed promenade, designed to better connect the beach with surrounding urban areas.
In addition to improved walkways, the project will introduce new green zones, tree planting and landscaped areas aimed at enhancing both aesthetics and environmental quality. Public spaces will be upgraded with modern urban furniture, while new leisure areas, including children’s play zones and biosaludable fitness spaces, will encourage outdoor activity for all age groups.
Officials say the design prioritises ease of movement, ensuring better access for people with reduced mobility while creating a more cohesive and welcoming layout overall.
What this means for residents and visitors
For residents, the upgrade is expected to improve daily use of the beachfront, offering more comfortable and attractive spaces for walking, exercise and social activities. For visitors and expats, it reinforces Torrevieja’s appeal as a coastal destination that continues to invest in its infrastructure and public amenities.
The project also reflects a growing trend across coastal towns in Spain, where urban regeneration is being used to balance tourism with quality of life for local communities.
A long-term investment in the coastline
Local authorities have described the redevelopment as a key investment in the future of Torrevieja’s coastline. By modernising Playa de Los Locos, the city aims to create a more resilient and adaptable seafront that meets current environmental and urban planning standards.
If approved as expected, works will begin in the coming months, with the project set to reshape one of Torrevieja’s best-known beaches into a more accessible, green and modern public space.
