Residents in Malaga city have reported multiple cases of false padrón registrations at their homes. Six families in one block of flats received fake documents linked to fictional rental contracts and landlord authorisations. The padrón is a document everyone living permanently in Spain must have to demonstrate where they live.

Concerns have been raised about widespread false empadronamientos across several Malaga districts. Such practices reportedly cause legitimate residents to receive automatic flags in council systems.

Fake documents surface in block of flats

Neighbours described receiving welcome letters from Gestrisam, a company that manages tax systems for Malaga Council; health cards in strangers’ names; and supposed landlord declarations. One elderly resident, one of the longest-standing residents, found a health card addressed to another person at his property. Another found that all the erroneous documents referred to Moroccan individuals. Her sister was not able to collect a certificate at the post office because staff said her address now had listed a new tenant via a fake rental agreement.

Fraudsters get important advantages

People using false addresses can get access to public healthcare through health cards, social benefits, schooling for children, and residency evidence needed for regularisation or subsidies. Fraud networks often charge fees for these registrations to support applications for local aid programmes or even electoral participation.

In this type of case, homeowners often find disruptions in official records and receive unwanted mail intended for others. System flags may affect legitimate residents’ access to certain services or delays in council processes. Owners could face administrative questions or complications in property matters if authorities suspect involvement.

Practical steps for affected residents

Those who have this problem should request a collective padrón certificate at the local town hall or council offices that attend the public, to verify everyone registered at their address. Proof of ownership or tenancy allows submission for removal of improper entries through a formal request for “baja por inscripción indebida”. Police reports strengthen cases where forged documents appear. Quick action prevents further issues and restores accurate records. Checking security on post boxes would be a good idea too, as the fraudsters may attempt to access the mail in hope of collecting fraudulently requested health cards or documents.
