€30 million seafront hotel planned on old Villa Toto plot in Caleta de Velez

Plans for a four-star hotel of about 148 rooms have moved forward on the former Villa Toto site, right in front of the sea and a short walk from Caleta de Velez fishing harbour. The scheme that is said to have sat idle for two decades has finally been revived. Town hall officials say private money of this size would thicken a thin hotel stock on the eastern Costa del Sol and put more work on local books.

What guests would find on the plot

Promoters want a building that sits low to the water, with gardens, wide terraces and room for events. Plans list an outdoor pool, a covered pool, spa, restaurant, gym and a hall for weddings and conferences. A semi-basement would take catering and shared facilities. Architect Fernando Perez del Pulgar is named on the drawings. The location is boxed by the old N-340, Calle Las Traiñas and Villas Puerto Blanco. Hotel use has been on the books since a 7 March 2006 change to the general plan, first pushed by Toledo Agroinmuebles SL when the land was still down for houses. No chain has signed on to run it yet.

Jobs and knock-on trade

No official headcount has been published. A house of this size still points to two clear waves of work. Builders, electricians, plumbers and landscapers would be needed first if licences land and a 2027 start holds. Once open, a four-star site with 148 rooms, kitchen, spa, gym and events hall usually needs a year-round crew: reception, housekeeping, chefs, waiters, spa therapists, maintenance and night staff. Extra hands come in for weddings and conferences.

Local trade stands to pick up if guests stay put rather than day-trip from Torre del Mar. Fish from the lonja, bakers, laundries, taxi ranks, boat trips from the marina and nearby bars could all see more tickets. An events room would pull in off-season midweek custom that beach apartments rarely deliver. Council language has been about “actividad economica y empleo”; that only holds if an operator is found at Fitur and the doors actually open.

Next dates on the calendar

Basic plans are due at the town hall before the end of 2026. Planning permission would follow. Promoters also want a stall at the next Fitur travel fair in Madrid to hunt an operator. If licences hold, works could start in the first half of 2027, with an opening talked about for 2029.
