PROPERTY developer Fidel San Roman admitted in Malaga court that he paid €3 million in bribes to Juan Antonio Roca, the alleged mastermind behind the Malaya corruption case.
He claimed to have done so in 2005 in order to get approval from Roca, who was in charge of town planning in Marbella at the time, for first occupation licences for 60 houses in the Dama de Noche complex near Puerto Banus.
The Madrid businessman claimed that he had been told by his manager that the money had to be handed over so the project could go ahead.
He said the cash changed hands at the private offices of Roca’s ‘Mara Asesores’ company between February and November 2005.
This contradicts what Roca has claimed in court, as he said that he had received money from San Roman, but that it was only for “private advice” and amounted to €1 million. San Roman says that they have had no external advisors for the company.
