Housing hope: New affordable homes in Velez-Malaga to rent or buy

A new initiative is bringing 215 affordable protected-price homes (known as VPOs or Viviendas de Protección Oficial) to communities in Velez-Malaga, Torre del Mar, and Almayate, providing much-needed relief for local residents facing high housing costs on Spain’s Costa del Sol.
VPOs are a key part of Spain’s social housing system, designed to make homeownership and rental accessible to people with normal incomes who might otherwise be priced out of the market. Officially Protected Housing, or VPO, refers to properties promoted with public support to make sure they remain affordable and protected from price speculation.
Home prices and rents capped at reasonable rates
Prices and rents are capped well below market rates, and eligibility is based on income limits set by regional authorities, such as the Junta de Andalucia. By keeping costs controlled, VPOs help families and young people establish stable lives without the burden of exorbitant private-market prices or rents.
The new developments will feature modern, high-quality, energy-efficient homes tailored to everyday needs, available under protected rental schemes with the option to buy later. Long-term rental contracts guarantee security, while rents stay at legally capped affordable levels. Options include one-, two-, or three-bedroom units, complete with terraces, private parking, and storage. Communities will benefit from shared amenities like gardens, swimming pools, playgrounds, and communal spaces, encouraging a sense of belonging and family-friendly living.
Improves community keeping it open to all
Spread across the town, this project greatly betters the supply of protected housing in desirable locations, from the historic charm of Velez-Malaga to the coastal appeal of Torre del Mar and quieter Almayate. For young people starting out, families on modest incomes, and long-term residents, it opens doors to secure, comfortable homes without competing in the open market.
By expanding access to VPOs, the plan strengthens local communities, reduces emigration of younger generations, promotes social inclusion, and supports mixed neighbourhoods where people can afford to stay and thrive. It addresses the core challenge of affordable housing, bringing stability, opportunity, and renewed hope to households across the area.
