Palma parking shake-up: Thousands of residents can now apply for new €24 ORA permit

Thousands of Palma residents are being given the chance to apply for a new digital parking permit as the city prepares for a major expansion of its regulated parking system.

The application period for residents in the newly affected streets opened on Wednesday, September 16, ahead of the expanded ORA system coming into operation on January 1, 2027.

The expansion will add around 12,000 regulated parking spaces, doubling Palma’s ORA network from approximately 12,000 to 24,000 spaces. The change could affect between 60,000 and 140,000 people across the city.

The new areas include streets in Foners, Pere Garau Est, Son Fortesa Sud, Els Hostalets, Son Oliva, Plaça de Toros, Camp Redó and Bons Aires. However, not every street within these neighbourhoods will be included, so residents should check their exact address before applying.

New digital parking permit

The resident authorisation will be completely digital, meaning drivers will no longer need to display a physical ORA sticker on their vehicle.

The permit costs €24 per year and is linked to the vehicle registration number. Once the application has been completed and payment made, the authorisation becomes valid after a maximum of 72 hours.

Residents must be registered at an address within the relevant ORA zone and the vehicle must have the same address registered for it. Applicants also need a valid driving licence and must be up to date with municipal taxes.

How to apply for the Palma ORA permit

Residents can apply online through the official MobiPalma ORA website.

Applicants will need:

• A valid DNI, NIE or passport
• The vehicle registration document
• A valid driving licence
• Registration on the padrón at the relevant address
• Municipal taxes to be fully paid

The €24 annual fee can be paid by bank card or using a payment document issued by Palma City Council. Cash payments are not accepted.

Residents who need assistance can also complete the process in person at SMAP offices, but an appointment is required.

What happens to existing ORA residents?

People who already have a resident ORA permit do not need to make a new application now. Their authorisation will continue and be renewed through the usual annual process, expected in November.

The new expansion is therefore aimed specifically at residents whose streets are joining the regulated parking network for the first time.

The city has also prepared additional customer-service capacity to deal with the expected increase in applications, with SMAP able to reinforce its staff if necessary.

The expanded ORA network is scheduled to begin operating on January 1, 2027, giving newly affected residents several months to check their address, prepare their documents and arrange their digital permit.
